Human rights / selection framing (ops caution)

Reg. 290/98 themes allow landlords to use rental history, credit, income information (with limits), and guarantees — but not as a backdoor to screen people out based on Code grounds. Guarantor requirements should be applied consistently, not only to students, newcomers, or other Code-identified groups.
