Your client lived in India, UAE, and Canada since 18. One "police certificate" checklist line is how 60-day ITAs die.

For Express Entry, IRCC’s police-certificate pages typically ask the online system for certificates covering six consecutive months or longer in the last 10 years for the principal and adult family members, and state you do not need certificates for time before age 18 or time spent in Canada. Officers may later ask for additional certificates covering other periods since age 18. Other programs may use different scopes — always follow the generated checklist and live guidance.

  6. Request-letter countries — where local authorities only issue after an IRCC letter; upload the placeholder wording IRCC publishes for that situation, then wait for IRCC follow-up

QC before approve

  • Covers the required stay for that country under the active program instructions
  • Correct applicant name — family mismatch catches here too (wrong passport QC)
  • Certified translation if not English/French (keep original + translation)
  • Not a local "character certificate" when IRCC expects national police clearance for that jurisdiction
  • For current country of residence (Express Entry): issued within the freshness window before PR submit; not expired
  • For prior countries: typically issued after the last six-month stay there — confirm before rejecting solely on a local expiry stamp

Express Entry and sponsorship pressure

ITA 60-day workflow assumes certificates were in flight at profile stage. Multi-country applicants need pre-ITA readiness with police lines red early. If a certificate will miss the ITA window, prepare an explanation package and proof of request only as current IRCC pages allow — do not invent an extension.

How many police certificates are needed?
Depends on the program and current IRCC checklist. For Express Entry, the online system typically asks for certificates for every country the applicant (or adult family member) stayed in for six consecutive months or longer in the last 10 years — not for Canada or time before age 18. Officers may later request certificates for other periods since age 18. Verify the live checklist.
What if a country is slow to issue?
Document request date, receipts, and client updates in the communication log. Checklist shows pending vs approved — not hidden in notes. If an ITA deadline approaches without the certificate, IRCC guidance often allows a letter of explanation plus proof of best efforts — confirm current instructions before relying on that path.
Do certificates expire?
Rules differ by country type. For Express Entry, the current country of residence certificate is typically issued no more than six months before PR submission and must not be expired. Prior-country certificates must usually be issued after the last six-month stay there; local printed expiry dates do not always mean IRCC will reject them — verify current guidance.
How handle gaps in residence history?
Clarify with the client; log the explanation on the file. Missing country coverage is a common completeness and officer-request risk.
