Who actually supervises: RIBO's Principal Broker framework

A terminology note, because the search phrase mixes two regulators. In Ontario, general-insurance brokerages are registered with RIBO, and every brokerage must designate a Principal Broker who directs and supervises the firm and its licensees. RIBO By-law No. 3 (as published March 2024) lists direction-and-supervision responsibilities that include ensuring licensees comply with applicable laws, that trust accounts and books/records are maintained, that no unregistered person acts as a broker, and that procedures and a written Plan of Supervision are established and followed. The Principal Broker generally remains accountable even when tasks are delegated in writing to a deputy or supervising broker. FSRA oversees insurers and other licensed sectors; fair-treatment-of-customers expectations also flow from CCIR/CISRO guidance that RIBO materials often treat as aligned with the RIBO Code of Conduct.
