Principal RCIC weekly file sample review

Principal RCIC weekly file sample review

You cannot read every file every day. You can sample enough files that consultants know standards are real — not only onboarding slides.

Direct answer

CICC does not set a weekly quota such as "2–5 files." What the Code of Professional Conduct (SOR/2022-128) does require is that a licensee supervise and assume professional responsibility for anyone who assists, with a level of supervision adequate for the work, and maintain a reliable office-administration system and records. A dated weekly sample across consultants is one operational method to evidence that duty. Record findings. Fix gaps before a College compliance audit asks for the file.

What the College actually looks for

Source (verify current text)What it supports
Code s. 24 — service agreementWritten agreement before services; must include a supervision statement and names of people likely to assist
Code s. 37 — record keepingReliable office administration; keep and preserve records as the by-laws require
Code s. 38 — supervisionAssistants of good character, given the Code, not doing acts that would breach it; licensee remains responsible; non-licensees must not give IRPA s. 91 advice
Client File Management RegulationFile opened at retainer; minimum contents; active files stored separately from closed; retain at least six years after closure
Compliance Audit RegulationCollege practice-inspection / compliance-audit program exists — not a weekly self-audit mandate

Do not tell a consultant that a weekly sample "satisfies CICC oversight." It may support a defensible supervision record. It does not certify compliance.

Weekly review checklist (operational)

ElementPass?
Signed service agreement / retainer on file
Checklist complete or gaps assigned
Communication log current (including informal channels you actually use)
Fee / IRCC payment proof if applicable
Submission confirmation if submitted
Translations attested where your procedure requires them

When you find gaps, assign fixes with deadlines — "passport resubmit by Friday." Consultants improve when feedback is specific. Clients never see the principal review; they see fewer last-minute chases when files were QC'd upstream.

Tie to inspection prep

Weekly samples make CICC practice inspection pulls less chaotic because the file already has a retainer, supporting documents, and a correspondence trail. See also principal RCIC client file oversight.

How Hivi-X helps

Missing-item dashboard across files, approve/reject history, exportable PDF for a principal spot-check, co-agent visibility. Voice notes with self-hosted AI summaries can support consultation notes — communication on email, SMS, or WhatsApp is still logged separately. Hivi-X does not send automated reminders, replace a practice-management system, or certify College compliance.

Frequently asked questions

How many files should a principal review weekly?
CICC does not publish a required sample size. Scale to firm size and risk — many small practices sample a handful of open files plus periodic closed-file pulls. Document the method in your office procedure, not as a College quota.
What must each file show?
The Client File Management Regulation lists a minimum: retainer (service agreement) and related agreements, supporting documents, correspondence, billing, designate authorization if any, drafts, and submitted applications. Verify against current CICC requirements.
Should principals review only their own clients?
If others assist on files, the licensee remains professionally responsible. Rotating samples across consultants is an operational way to test that supervision — not a CICC-named 'principal' duty.
How do I record the review?
Dated note: files sampled, findings, corrective actions, follow-up date. Keep it on the firm record. Hivi-X can store an upload; it does not auto-log oversight.
Does Hivi-X replace principal sign-off?
No. Hivi-X shows missing checklist items and approve/reject history. The licensee still documents supervision.
