Two tracks: licensing vs underwriting

Keep these separate on the file:

FSRA’s private-passenger annual-review guidance treats MTO-verified foreign driving experience — tracked by MTO and available to insurers through motor vehicle reports — as valid for personal-auto rating, and expects insurers to use that verified experience in rating and underwriting practices as soon as practicable. That does not mean every overseas PDF a client emails is “MTO-verified,” or that every market will credit the same number of years from a foreign letter.

MTO licence-exchange and experience-credit rules (including reciprocal vs non-reciprocal jurisdictions and any caps on how much foreign experience can accelerate licensing) are licensing rules. Confirm current MTO requirements with the client’s ServiceOntario path. Do not assume the same numbers automatically apply to premium credit — carriers still differ.

What brokers typically collect

Canadian insurers generally cannot pull foreign motor-vehicle databases the way they pull Ontario abstracts. Markets that will consider overseas experience usually want documents you can file, not a verbal claim of “10 years clean.”

Insurers decide acceptance for non-MVR documents. Some markets credit experience from limited jurisdictions; others treat newcomers closer to inexperienced drivers until local history builds. Your file should show what you requested, what arrived, what you accepted, and which market you placed — not an email thread auditors cannot reconstruct.

QC failures to reject early

  • Screenshot of an online portal — usually not an official abstract
  • Wrong name — family member's record
  • Date range too short — market wants multi-year history; client sent months
  • Uncertified translation — informal summary in the email body
  • Expired or unreadable foreign licence image — glare, crop, or missing back where required
  • Letter of experience without insurer identifiers — no company name, policy period, or claims statement
  • Assuming a foreign PDF equals MTO-verified experience — only treat as MVR-backed when the Ontario abstract / MVR actually reflects it

Newcomer workflow

  1. Attach new business auto checklist at first quote request.
  2. Add explicit lines: Foreign driving record / abstract, Foreign licence, Prior claims letter (if requested), Ontario abstract / MVR (when available).
  3. CSR QC before producer rates — missing abstract or translation stalls bind (missing docs cost binds).
  4. Export PDF package into your BMS / client folder after bind.

Frequently asked questions

What counts as an international driving record?
Depends on insurer and MGA. Often: an official abstract or licence history from the issuing authority, and/or a claims/experience letter from a prior insurer, plus a foreign licence copy. Some markets accept a letter; others require certified translation.
Is MTO foreign-experience credit the same as insurance credit?
No. MTO rules govern Ontario licensing and what reciprocal experience may appear on a motor vehicle report. Insurers and MGAs still set underwriting and rating rules for documents that are not MTO-verified. Collect both tracks when the file needs them.
Do newcomers need both foreign and Ontario records?
Often yes once they obtain Ontario licensing — foreign history for experience support plus a provincial abstract for local status. Exact insurer rules vary; document what you collected and what the market accepted.
How do brokers handle non-English records?
Collect the original plus a certified translation where the market requires it. Reject informal machine translations pasted in email.
Can clients upload from overseas?
Yes via portal or secure guest link. QC for readability, date range, and name match to the application.
