What spot checks actually review

RIBO spot checks examine whether brokerages maintain defensible client files — not whether policies were placed or commissions were calculated correctly.

In the 2023–24 fiscal year, RIBO reported that 57% of spot-checked brokerages lacked written disclosure documentation in client files (RIBO Spot Check Findings).

Principals feel this as an operational problem: producers know what advice they gave, but the file does not prove it because intake lived in email.

Core items every client file should include

Exact requirements vary by line of business and MGA, but a defensible Ontario client file typically includes:

Identity and application

  • Government-issued photo ID
  • Signed application forms (CSIO auto, property, or commercial supplements)
  • Prior policy / loss history documents (dec pages, abstracts, loss runs)

Regulatory and disclosure records

  • Mandatory disclosure communication record at or before quote (RIBO-002)
  • CISRO Principles and RIBO Fact Sheet delivery evidence
  • Auto: TAC quote log per RIBO Guidance 004

Suitability and advice

  • Needs analysis evidence — products considered, reason for recommendation
  • Voice or written notes documenting advice and client instructions
  • Records for quote-only interactions that did not bind

Retention

  • Files preserved at least six years before fiscal year-end under O. Reg. 991, s. 17(9)
  • RIBO handbook recommends longer periods for some commercial lines

Personal auto quick checklist

For the highest-volume Ontario line, verify before quote or bind:

  • Photo ID and driver's abstract (all drivers)
  • Prior dec page or letter of experience
  • Signed CSIO auto application
  • Mandatory disclosures documented at or before quote

  • TAC quote log fields (premium, market, broker comments)
  • Advice notes on the client record
