Agent Priya submitted a "full package" to an Etobicoke landlord — credit auth, application, references. Landlord replied: "Where is income?" Pay stubs were in Priya's texts, never labelled on the package sent forward.

Credit consent or a credit report is not income verification. Keep them on separate checklist lines. Ontario landlords who screen applicants typically use credit references or checks, rental history, and income information for different questions — payment history vs ability to cover rent. A package that only clears credit often still fails landlord QC.

Ontario screening framing (not legal advice)

Under Ontario's Human Rights Code framework, a regulation (O. Reg. 290/98) describes permissible landlord business practices for selecting prospective tenants. Themes confirmed in official materials include:

  • Landlords may request credit references, rental history, and authorization for credit checks.
  • Landlords may request income information only if they also request information in that credit / rental-history set — and typically must consider income together with the other information obtained (with limited exceptions, including some geared-to-income contexts).
  • Ontario Human Rights Commission guidance commonly states that income information should be limited to confirming the person has enough income to cover the rent, and that arbitrary rent-to-income cut-offs (for example a blanket "30%" rule) are treated as improper for ordinary market rentals — verify current Code / OHRC guidance with counsel before setting team rules.
  • Lack of rental or credit history should not be treated as an automatic fail based on Code grounds — collect what the landlord legitimately needs; selection decisions stay with the landlord / counsel.

Privacy: Running a credit check typically requires the applicant's informed consent (PIPEDA themes for commercial landlords / agents handling personal information). Store the signed consent as its own checklist artifact — not buried inside an income PDF.
