Marriage certificate intake is a core civil-status step for spousal sponsorship, Express Entry dependent files, and related family packages. Ontario RCICs should collect the government-issued civil record first, then add translation and any country-specific authentication only when instructions require it — not by default.

Apostille vs authentication — do not assume

Direction matters. Global Affairs Canada apostille/authentication services are primarily for Canadian documents used abroad. For foreign marriage certificates used in Canada, Canadian law does not generally require authentication first — though some institutions may still ask for it.

For IRCC spousal and family sponsorship packages:

  1. Start with a government-issued marriage certificate or other proof of legal registration.
  2. Check country-specific IRCC instructions for the country where the marriage was registered (and any other civil-document countries on the file).
  3. Add apostille or embassy/ministry authentication only when those instructions (or a documented IRCC request) require it.
  4. Countries in the Hague Apostille Convention typically use a single apostille from the issuing country’s competent authority; non-convention countries typically use a longer legalization chain — confirm with the issuing authority.

Ask the client where the marriage was registered — not only where they live now. A GTA resident married in India, the Philippines, or Nigeria follows that country’s civil-document path.

For Ontario marriages, request a certified government marriage certificate through ServiceOntario channels. Apostille is typically unnecessary for domestic records used in an IRCC Canada filing, but always verify the live checklist for that program.

Translation QC (IRCC-aligned)

  • Include the English or French translation and a copy of the original.
  • If the translator is a Canadian certified translator, an affidavit is typically not required.
  • If not, the translator generally provides an affidavit sworn before a person authorized to administer oaths where the translator lives.
  • The applicant or a family member should not translate their own documents.

  • Names match passports and IRCC portal entries exactly.
  • Dates and places of marriage are legible on scans.
  • All pages of multi-page certificates are uploaded — not just the first page.
