Best-practice decks say "one client folder." CICC inspections say show the retainer, the supporting documents, and the communication log. One undifferentiated Dropbox folder is not a file — it is a pile.

Direct answer

The College treats the signed service agreement (retainer) as part of the client file, not as optional CRM clutter. Open that file when the retainer is signed. Collect IRCC supporting documents on program checklist lines with approve/reject QC. Export submission packages from evidence lines — not by zipping the entire folder including invoices.

The Client File Management Regulation's minimum file includes all of: retainer and related agreements; supporting documents; correspondence; billing; designate authorization if any; drafts; and submitted applications. "Two mental drawers" means separate checklist lines and export sets — not storing the retainer only in a CRM while Hivi-X holds passports. See RCIC client onboarding retainer package.

Ontario retention without theatre

Confirm current College text. Operationally, that regulation expects:

  1. File opened at retainer signing — not when the first passport arrives.
  2. Copy of the signed service agreement kept by the licensee and a copy given to the client (Code of Professional Conduct).
  3. Client Property distinguishable from the licensee's own working notes — original passports are not your filing cabinet.
  4. Active files stored separately from closed files.
  5. Retain at least six years after closure, with a projected destruction date recorded when you close.
  6. Communication log as correspondence on the file — see RCIC communication log. Informal channels still need a record.

Canadian hosting and AES-256-GCM encryption matter for client uploads. They do not replace your closure workflow, backup policy, or destruction log.

Practical GTA rule

When a client signs digitally, route by type the same hour: retainer → onboarding line on the client file; IMM 5476 → representative line; passport → identity line. Admins who "file everything in the client folder" create inspection roulette: missing correspondence, duplicate passport PDFs, invoices in the IRCC zip.

Where should signed RCIC retainers be stored?
On the client file. The Code of Professional Conduct requires the licensee to keep a copy of the signed service agreement. The Client File Management Regulation lists the retainer among minimum file contents. A CRM copy is extra — not a substitute.
Should retainers go on the same checklist as IRCC documents?
Use a separate onboarding line or section for the retainer, IMM 5476, and fee records so you do not export billing into an IRCC package. Supporting docs belong on program checklist lines with approve/reject QC.
How long must Ontario RCICs keep signed retainers?
