IRCC's operational habit on many programs is not to email you for the missing page. Completeness is your problem.

Map every document on the personalized IRCC checklist to an approved Hivi-X item before submit. Where a document cannot be obtained in time, collect the letter of explanation + proof of effort IRCC describes, as its own line. Hivi-X does not submit and does not certify completeness.

OINP is the same idea provincially: missing mandatory docs → returned incomplete, fee refunded.

Pre-submit QC list (operational)

  1. IMM 5476 (or current representative form) signed
  2. Civil-status documents translated when required
  3. Photos within spec
  4. Files under the account MB cap
  5. Police cert or explanation package per country
  6. Proof of funds letter or CEC explanation
  7. Every dependant has identity + medical if required

What happens if an IRCC application is missing a mandatory document?
On many complete-application processes the file can be returned as incomplete or refused. IRCC help-centre guidance also says to upload a letter of explanation plus proof of efforts when you truly cannot obtain a document. Confirm the program's current rule.
If the portal lets me submit, is the file complete?
Not always. PGWP guidance has warned that some eligibility documents are omitted or marked optional in the UI. Your operational checklist should be stricter than the portal.
What is a letter of explanation in this context?
A dated explanation plus evidence you tried to get the document (receipts, tracking, authority emails), uploaded in the correct portal field — for example delayed police certificates. Hivi-X should have a line for that package so it is not forgotten.
Does Hivi-X know IRCC's mandatory list?
No. You build the template from current IRCC/OINP lists. Hivi-X tracks whether your items are approved.
What QC misses cause the most returns?
Unsigned representative forms, unreadable civil-status scans, photos that fail specs, missing translations, and police certificates that are simply absent with no explanation package.
