Minor child consent and travel documents for immigration files

One missing signature from a parent in Karachi holds up a whole family PR file. Immigration officers do not accept "we're on good terms" as a custody document.

Direct answer

For each minor dependant, collect birth certificate, custody order or separation agreement (when applicable), and — when a parent or guardian is not accompanying for immigration — typically IMM 5604 plus a photocopy of that parent's valid, legible photo ID that bears their signature, completed and witnessed by a notary public as the form requires. Keep travel consent letters (border/airline precaution) on separate checklist lines. Reject vague letters. Guest link for overseas signatories. Export before IRCC submit.

Unable to obtain IMM 5604? IRCC materials typically ask for a detailed explanation (and counsel may need a court/mobility path) — do not invent alternatives on the checklist alone.

Travel-consent practice notes (hedged): Government guidance recommends an original signed letter; any adult may witness, though a notary is often preferred for authenticity; destination and airline staff may still ask for more. That package still does not replace IMM 5604 on an immigration file.

For border travel, Government of Canada travel guidance recommends a consent letter from any parent or decision-maker not travelling with the child — strongly recommended, not a universal Canadian statute requirement. For PR/immigration of a minor without both parents, IRCC checklists typically call for IMM 5604 (or death certificate / custody path). Your legal analysis stays outside this doc.
What is IMM 5604?
Declaration from non-accompanying parent/guardian for minors immigrating to Canada — completed by the non-accompanying parent, witnessed by a notary public, with a photocopy of a valid and legible identity document that bears their signature. One form per child.
Can a parent abroad use guest link?
Yes — email OTP upload to the consent line without forcing vault registration.
What if consent arrives as a phone photo?
