Documenting quote-only interactions in client files
No bind does not mean no file
A common misconception among Ontario producers: if the client does not purchase, there is nothing to keep.
RIBO expects otherwise.
RIBO FAQ guidance makes clear that brokers must document interactions even when no policy is placed — including quote-only conversations where advice was given and markets were approached.
If a client shops, receives a quote, and walks away, the brokerage may still need to produce that file years later under O. Reg. 991 record-keeping requirements.
What quote-only files should show
A defensible quote-only client file typically demonstrates:
- What was discussed — needs, products considered, reason for recommendation or declination
- What was disclosed — mandatory disclosures at or before quote (RIBO-002)
- What was delivered — CISRO Principles and RIBO Fact Sheet records
- What was quoted — for auto, TAC quote log fields per RIBO Guidance 004
- What the client decided — notes showing the client declined, postponed, or placed elsewhere
The file does not need to be as large as a bound policy folder — but it cannot be empty.
Where quote-only records break down
Producers often:
- Quote in the rating tool but never save intake documents to the BMS client folder
- Discuss disclosures verbally without a written record in the file
- Delete the "incomplete" email thread when the client ghosts
- Assume the BMS quote screen is sufficient documentation
Spot checks and E&O claims do not accept "the client didn't buy" as a reason the file is missing.
Open the file at first contact
A practical workflow:
- Open a client record when intake begins — not at bind.
- Attach a checklist for the line of business (personal auto, home, etc.).
- Track disclosure and CISRO items before the quote leaves.
- Add advice notes — voice summary or written notes on the file.
- Export or archive the package whether the risk binds or not.
