Client identity documents show up early in RIBO spot checks and FSRA market-conduct reviews because incomplete files are obvious. That does not mean every personal-lines quote is a FINTRAC onboarding event.

Collect and QC the identity documents your brokerage policy and your carriers require. Keep them in a producible client file. Use Hivi-X (or any checklist) to stop blurry licence photos from living only in a CSR’s camera roll. Do not treat this article as AML legal advice.

Reject screenshots that crop the expiry or glare out the photo. Prefer PDF or clear images your firm accepts.

Consent and verification workflow (ops, not statute)

  1. Request acceptable photo ID early — ideally before bind, earlier if firm policy says so.
  2. Match legal name to application and prior DEC references.
  3. Record verification date and reviewer initials in the file or BMS note per policy.
  4. Re-check when legal name or address changes mid-term if underwriting requires it.
  5. Retain per Reg. 991 themes and firm retention schedule.

Why email ID photos fail reviews

Clients text blurry licences. CSRs save to desktop. Principals cannot sample whether ID was present before bind. A checklist with approve/reject creates a retrievable trail — still not a compliance certificate.

Frequently asked questions

Does RIBO require FINTRAC-style KYC on every personal auto file?
No universal RIBO rule says that. FINTRAC client-identification duties apply to specific reporting-entity activities (for example certain life-insurance situations). For day-to-day P&C personal lines, follow carrier/MGA requirements and your brokerage compliance manual — then keep the file producible for RIBO.
What ID documents belong in a personal-lines client file?
Typically government photo ID such as a driver’s licence or passport, plus whatever your carriers require for the risk. Exact lists vary — confirm with your compliance officer.
Should brokers keep both sides of a driver’s licence?
Many Ontario shops do, because the reverse can show address or class details used in underwriting. Follow firm policy and reject unreadable uploads.
Can we use an Ontario health card as ID?
Health-card collection is restricted in Ontario for many non-health purposes. Prefer other government photo ID unless counsel and firm policy clearly allow a specific use.
How long should ID records be retained?
Reg. 991 record-retention themes (commonly discussed as at least the six-year period before the most recent fiscal year-end for required records) plus carrier and firm policy. Confirm with your principal broker.
