"Please resend all documents" almost guarantees the client resends the same police certificate and nothing else.

Ontario RCICs shorten firm-side reject loops with line-level reject notes ("Bank letter — rejected: missing average balance"), incremental approve, and a client-visible status board. IRCC incomplete-return guidance typically says the return package includes a letter and checklist of what was missing, and that processing time generally starts when a complete application is received. Confirm the current rule for the program you are filing. Your pre-submit reject loop exists so fewer files ever reach that government return path.

  • Police certificate — rejected: does not cover residence in Germany 2019–2021. Request a certificate from the German authority for those dates.
  • Passport — rejected: MRZ cut off. Re-scan the full biographical spread in colour, all edges visible.
  • ECA — rejected: scan missing page 4. Upload the complete report PDF.
  • Translation — rejected: machine translation only. Upload a certified English or French translation paired with the source document (verify current IRCC translation rules).

What this looks like in practice

A Brampton Express Entry household gets one email: "passport glare, bank letter missing average balance, spouse police cert expired, marriage cert needs translation." The principal fixes the passport and re-sends the old bank letter. The spouse never opens the thread. Line-level rejects would have left three other approved items green and given each person one clear task.

Frequently asked questions

Why do clients re-submit the same rejected PDF?
They fix one page but re-upload the whole unchanged file, or upload to the wrong line. Line-specific reject text that names the exact defect usually shortens the loop.
Should I reject the entire file at once?
Prefer reject per checklist line. Bulk 'everything wrong' emails recreate confusion and often reset progress the client already made.
Plain language or IRCC jargon?
Lead with what to do: 'Add a certified English or French translation for pages 2–3.' Keep program specs in checklist instructions, not only in a panic email.
Is this the same as an IRCC incomplete return?
No. Firm reject/resubmit is your pre-submit QC. An IRCC incomplete return is a separate government process with its own letter and checklist — confirm current IRCC guidance for that program.
Can clients see which items are approved?
On a checklist portal, a missing-item dashboard typically shows approved vs rejected vs missing so clients do not guess.
