Beijing, Lagos, Manila — your client lives on WeChat. Your regulated client file lives with your practice. Treating the chat as the cabinet is how passport scans vanish when a phone is replaced.

Direct answer

No — GTA RCICs cannot treat WeChat as the client file for overseas applicants. Use WeChat as a communication channel. Use a checklist with guest link or staff upload as the document of record.

Why chat fails Client File Management expectations

The Client File Management Regulation expects licensees to maintain accurate, up-to-date records in a clear and coherent system, including supporting documents to the application, correspondence, billing records, and related materials — retained in a secure, accessible location for a minimum of six years after the file is closed.

WeChat provides:

  • Fast photos from overseas time zones
  • No per-program missing-item dashboard
  • No approve/reject workflow tied to named IRCC requirements
  • Media that may not survive device migration or account changes
  • No exportable PDF package for principal or practice-inspection review

That is a channel, not organized evidence.

Practical rule for Ontario practices

  1. Send the guest link at retainer — email OTP, no account signup.
  2. If a police certificate still arrives on WeChat, attach it to the police cert line the same day.
  3. Reject blurry scans on the checklist — client resubmits through the link.
  4. Log date, channel, and summary in your communication log.
  5. Never tell an inspector or successor "it's all in WeChat."
