Holiday coverage is a file visibility problem

RCIC holiday coverage is the December (and summer) practice of another consultant or paralegal monitoring active files while the primary RCIC is away. Coverage fails when document status lives only in the away person's email.

Ontario firms with ITA clients, sponsorship deadlines, and study permit renewals cannot treat holidays as "we will catch up January 2."
