H&C is not Express Entry with sadder music. Under IRPA s.25(1), it is an exceptional request for exemptions based on humanitarian and compassionate considerations — converted into evidence an officer can verify. If your file is a folder called "misc," you already lost.

Typical online H&C packages include digital forms such as IMM 0008, IMM 5669, and IMM 5406, plus PDF checklist/supplementary forms (IMM 5280, IMM 5283). Confirm the current kit — IRCC updates forms.

Guide 5291 makes the applicant responsible for putting forward every circumstance they want considered, with evidence for statements made — including hardship claimed in a country of origin (what hardship, whether it would be faced in all areas, whether help was sought, and why not if not). Officers also consider best interests of children directly affected; BIOC is one important factor among others and does not automatically outweigh everything else.

Ontario practice realities

H&C clients often have messy paper trails — cash jobs, shared housing, informal childcare. Your checklist forces each fact onto a line: "Landlord letter 2022–2024," not "housing proof somewhere."

Long files mean staff turnover. Co-agent handoff preserves what's approved vs still todo. Voice notes from emotional intake calls → self-hosted summaries stay in-country; you still write the submission.

What factors do officers typically weigh?
Guide 5291 discusses themes such as establishment in Canada, hardship if exemptions are refused, and the best interests of any children directly affected — among other factors. Cost or inconvenience of leaving Canada alone is not enough. Confirm current guide text for each filing.
How do sensitive medical records get collected?
Portal or guest upload to a named medical line; restrict co-agent access if needed. Canadian-hosted AES-256-GCM at rest. Strategy and privilege still sit with the RCIC.
Can community letters be WhatsApp photos?
Upload to checklist same day if that's how they arrive; reject illegible scans for resubmit.
