Ontario RCICs collect sensitive client documents on every engagement. For Express Entry alone, that can include passports, birth certificates, language test results, an Educational Credential Assessment, police certificates, employment reference letters, proof of funds, digital photos, medical exam results, certified translations, and completed IRCC forms.
For many solo practitioners and small firms, all of this still happens through email.
That creates a familiar problem. One document is attached to an email. Another arrives on WhatsApp. A police certificate is still missing. An employer letter lacks NOC-aligned duties. A scan is too blurry for IRCC upload specs. Nothing shows whether the file is complete before the 60-day ITA window closes.
This is one of the most common hidden time drains in Ontario immigration practices — especially when 5,391 RCICs operate in the province and more than half of national practitioners have fewer than five years of experience.
Why this matters for Express Entry and ITA deadlines
Express Entry invitations to apply create urgent, incomplete-document crises. After an ITA, candidates typically have 60 days to submit a complete application with all mandatory supporting documents. IRCC generally does not chase missing items — incomplete files are returned or refused.
Speed matters, but speed without organization creates CICC complaint risk. The College opened 1,211 new conduct cases in 2024–25; disorganized client files contribute to practice complaints.
If an RCIC submits an incomplete package to the IRCC representative portal, the application stalls or is refused. If they spend too long chasing email attachments, they lose time that could be spent on portal submission prep and client communication.
The better workflow: one checklist, one client file
Instead of collecting documents one message at a time, Ontario RCICs should use a repeatable intake checklist per client and program.
For Express Entry, the checklist may include:
- Valid passport (all pages as required)
- Birth certificate and civil status documents
- IELTS, CELPIP, or TEF results within IRCC validity
- Degrees, transcripts, and ECA from a designated organization
- Employment reference letters on company letterhead (NOC-aligned duties, dates, hours, salary)
- Police certificates for each country of 6+ months residence since age 18
- Proof of funds (bank letters or statements)
- IRCC-spec digital photos
- Panel physician medical exam when required
- Certified English or French translations
- IMM 0008, IMM 5669, and IMM 5476 (Use of a Representative)
The goal is not to make the client do more work. The goal is to make the request clear.
When clients know exactly what is required per checklist item, they are less likely to send partial information. When your team can track what is missing, follow-up becomes faster and more professional.
