Paper quote files can survive spot checks only if disclosures, TAC-related quote documentation, and material communications are complete and producible within a reasonable time. Format alone is not the test — retrievability and completeness are. Digitize intake and export PDF packages so the principal is not reconstructing drawers under deadline pressure.

What Reg. 991 and spot checks actually stress

Under R.R.O. 1990, Reg. 991, s. 17, required records may be kept in bound or looseleaf books or by mechanical, electronic, or other devices. If not in a bound book, the member must take adequate precautions against falsification and provide means to make the information available in an accurate and intelligible form within a reasonable time to anyone lawfully entitled to examine it. Required records must generally be preserved for at least the six-year period previous to the member's most recent fiscal year-end (confirm current text with counsel).

RIBO's published 2023–24 Spot Check Findings (61 completed checks; posted March 2025) reported that more than half of brokerages (57%) did not have written documentation of disclosure to the client in client files. Those figures describe that sample — they are not a guarantee of what your next visit will emphasize.

  3. Export PDF package into the BMS (or designated client file) — paper stays optional backup, not the only copy of disclosure proof.
