What is changing
Ontario is reforming Statutory Accident Benefits Schedule (SABS) auto insurance effective July 1, 2026. The changes affect standard accident benefits and how brokers document advice when clients consider optional benefits.
RIBO published Ontario Auto Insurance Reforms Industry FAQs for licensees. CSIO developed an Optional Accident Benefits Broker Client Consultation Form to support consultation documentation.

Why documentation pressure increases
RIBO leadership has emphasized that brokers must "better document their actions and the steps they take" as audits evolve (Insurance Business, 2024).
SABS reforms add a new layer: when standard benefits change, clients need clear advice on optional benefits — and the client file must show what was discussed, offered, and decided.
Spot checks already found 57% of brokerages lacked written disclosure documentation (RIBO Spot Check Findings). SABS advice without records is the same risk category.
