What producers collect before quote and bind
Personal auto new business is the highest-volume line for many Ontario brokerages. Before you quote or bind, the client file should contain the documents carriers and MGAs expect — plus the records RIBO spot checks look for.
This checklist reflects common Ontario practice. Verify requirements with your MGA, carriers, and current RIBO guidance. This page is operational information, not legal or compliance advice.
Core application documents
- Government-issued photo ID (driver's licence)
- Prior policy declaration page (or letter of experience)
- Driver's abstract / motor vehicle record
- Vehicle registration or bill of sale (if applicable)
- Garaging address confirmation
- List of additional drivers (with abstracts if required)
- Signed application / CSIO auto application
- Payment authorization (if applicable)
RIBO and regulatory artifacts
- TAC quote log fields — premium, insurance market, broker comments (per RIBO Guidance 004)
- CISRO Principles and RIBO Fact Sheet delivery record (since September 1, 2022)
- Mandatory disclosure communication record at or before quote (RIBO-002)
Under RIBO-002, mandatory disclosures must reach the client no later than the time of quote — not at bind. The client file should show written evidence of what was disclosed and when.
In RIBO's 2023–24 spot checks, 57% of brokerages lacked written disclosure documentation in client files (RIBO Spot Check Findings).
