OINP employer stream document checklist for Ontario RCICs

OINP employer stream document checklist for Ontario RCICs

Fall hits and every Mississauga desk gets the same panic email: "OINP opened — send everything today." That is not a strategy. That is chaos with a deadline.

Direct answer

Run employer-supported OINP intake on a named checklist before the spike. Confirm the live stream name and Employer Portal steps first — Ontario’s redesign (including Ontario Workforce Priority) replaces older “employer job offer” branding. Employer block: signed job offer, consent/attestations, business docs, recruitment proof when required. Worker block: passport, ECA, language, experience letters, police cert as required. Approve or reject each line. Export the package for your CICC file, then upload to OINP yourself. Hivi-X tracks what arrived — it does not nominate anyone.

Why spike weeks break files

What happensWhat the file looks like Monday
Employer HR sends a zip, worker sends WhatsAppTwo truths, one application
Recruitment ads as phone screenshotsUnreadable dates
Job offer signed by "Manager" with no titleWeak employer support
Admin chases worker while RCIC chases employerDuplicate asks, angry clients
Template still named for a closed streamWrong docs, wasted days

Checklist structure that survives audit

Employer section (examples — verify current stream checklist):

ItemQC note
Signed job offer / portal job-offer recordLetterhead; NOC; wage; duties; hours; location/remote details; start date; full-time indeterminate (no end date) themes — reject unsigned or incomplete offers
Supplementary letter (if needed)Often when the original offer is older than about six months or missing required fields — dual signatures when the checklist asks
Employer consent / attestation formsSigned, dated, within invitation windows
Business registration / licenseCurrent, matches legal name
Recruitment evidence (if required)Full ads with dates, not cropped JPGs
Payroll / CRA proof when requiredNamed entity, not personal account

Worker section:

ItemQC note
Passport bio pageFull scan, not glare
ECAIssued to correct name
Language testValid at submission per live rules
Experience / reference lettersDuties match NOC
Police certificateCountry rules met
Status in Canada (if inland)Current permit / maintained-status proof
Licence / authorization (if occupation requires)Matches the offered position

Portal timing themes (verify live — do not freeze as statute)

Employer Portal flows typically separate employer job-offer / position-approval steps from worker EOI and nomination steps. Official materials have used short employer invitation windows (commonly discussed around 14 calendar days) and worker EOI windows after a job offer is submitted (commonly discussed around 30 calendar days) — these change. Put calendar ownership on the file; Hivi-X does not auto-chase those deadlines.

Use co-agent so admin chases employer lines while you review worker uploads. Overseas workers: guest link beats forcing a my-id.ca account at 11 p.m. their time.

What Hivi-X is not

Not OINP portal automation. Not a CRM deadline engine. Not automated "your recruitment ad is missing" email drips — not shipped. You still counsel on stream fit; the software holds the paper trail.

Answers are general operational information only — not legal, tax, regulatory, clinical, privacy, immigration, or professional advice. Requirements vary by matter, client, and regulator.

Frequently asked questions

Is this still the old Employer Job Offer stream?
Do not assume legacy stream names. Ontario has been redesigning OINP toward fewer streams (including Ontario Workforce Priority) with an employer-led Employer Portal job-offer process. Confirm the live stream, portal steps, and document list before you template a file.
What employer documents do RCICs usually collect?
Typical lines include a signed job offer (with NOC, wage, hours, location, full-time indeterminate themes), employer consent/attestation forms, business registration, recruitment evidence if the stream asks, and CRA/financials when required. Exact lists follow current OINP checklists and your retainer scope.
Can the worker upload while the employer sends separately?
Yes. Split checklist sections by party. Co-agent access lets your admin chase the employer while the worker uses guest link or portal for personal docs.
Does Hivi-X submit to OINP?
No. You export an approved PDF package for your CICC file and upload to OINP yourself.
What if recruitment ads are screenshots from Indeed?
Reject blurry crops. Require full-page PDFs with dates and job title visible when recruitment proof is required.
