In 2026 Ontario redesigned the Ontario Immigrant Nominee Program. Former streams — including Express Entry Human Capital Priorities and the three Employer Job Offer streams — were removed. New intake should follow the Ontario Workforce Priority stream and the live OINP document checklists.

Why this is an Ontario-specific document problem
Ontario hosts 5,391 of Canada's 11,994 RCICs in good standing (CICC, 30 June 2025). Nomination files are a large share of GTA practice volume. The redesign is a completeness trap: firms that keep collecting “HCP NOI + EE profile printout” will ship the wrong package.
Ontario's own guidance: any application that does not include all mandatory documentation will be returned as incomplete and the fee refunded. That is the same operational risk as an IRCC completeness return — except the document list is provincial and now different.

OINP requires documents in English or French. If not, include the original plus a certified or notarized translation — see Ontario's translation page linked from the checklists hub.

Applications already submitted under a former stream are assessed against the rules in force when they were filed. New EOIs and new files need new checklists.

- Ontario revoked the former eight streams and introduced the Ontario Workforce Priority stream in 2026, with TEER 0–3 and self-employed physician pathways. Confirm current eligibility and document lists on ontario.ca before collecting anything.
- Will OINP return an incomplete nomination file?
- Ontario states that an OINP application missing mandatory documentation will be returned as incomplete and the fee refunded. Completeness QC belongs on your intake checklist, not in the portal at the last minute.
- Should applicant and employer documents sit on the same checklist?
- Yes. Separate lines for applicant identity, status, education, language, work history, and employer job-offer evidence. Your team can upload employer packs; the client uploads personal documents via guest link or portal.
- Does Hivi-X file to the OINP portal?
- No. Hivi-X is document-collection software. You still submit through the current OINP portals. Export a PDF package for your CICC file after QC.
