Your admin "queue" is three Outlook folders, a WhatsApp tab, and a sticky note that says "police cert??" Nobody owns it. Everybody owns it. Nothing moves.

Run Ontario RCIC intake from a missing-item dashboard tied to each client checklist — not from email volume. Admins triage upload → QC → approve/reject → export, with co-agent assignment when fall ITA season hits. Channels (email, WhatsApp, phone) feed uploads; they are not the queue.

Regulatory framing (ops, not legal advice)

CICC’s Client File Management Regulation expects licensees to keep accurate, up-to-date client records and to employ a clear and coherent system to open, maintain, and retrieve active files. An inbox sorted by “unread” is a communication channel — it is a weak substitute for a coherent document-completeness record when you need to show what was requested, received, rejected, and approved.

Build a real queue in four moves

  1. Reusable checklists per program — Express Entry, spousal, study permit — so every file opens with the same lines.
  2. Guest link as default intake door — email OTP, no my-id.ca account. Stops "sent it yesterday" with no attachment proof.
  3. Reject on the checklist — blurry passport, wrong file type, expired test. Client sees the gap on the portal; admin does not re-type the same email daily.
  4. Co-agent triage — admin QC's uploads; RCIC handles eligibility. Voice notes on checklist items capture consult context without polluting the queue.
