Francophone stream Ontario immigration documents

Do not intake Ontario francophone clients onto a retired OINP stream. Ontario closed the Express Entry French-speaking Skilled Worker stream (with the other former OINP streams) when Ontario Regulation 422/17 was amended effective June 25, 2026. New provincial intake is the Ontario Workforce Priority stream (job-offer / specified physician pathways — confirm live). Federal Express Entry still runs a French-language proficiency category.

The file still needs the same operational discipline: language PDFs, identity, ECA, and experience letters on named lines — matched to today’s checklist, not last year’s stream name.

IRCC’s French-category eligibility (confirm current ministerial instructions) is NCLC 7 or higher in speaking, listening, reading, and writing on an approved French test — not “grew up speaking French” and not a university transcript in French.

Express Entry language results are typically less than two years old at profile creation and at PR filing — confirm current IRCC language-test instructions. OINP score tables and exemptions (for example certain credentials) are stream-specific; do not copy federal NCLC 7 onto an OINP job-offer file unless that file’s rules say so.

Front-load the language-test line. Clients sometimes assume prior French education replaces a current approved test. Reject unofficial screenshots; keep test report numbers on the file.

Ontario francophone intake workflow

  1. Confirm pathway in writing on the file — federal category vs current OINP vs leftover former-stream application.
  2. Deploy a checklist with French client instructions where it reduces upload errors.
  3. QC language results for all four abilities, report numbers, and validity dates.
  4. Collect remaining documents to the live portal list, not a generic Express Entry clone if the client is on OINP.
  5. Export PDF and cross-check before anyone clicks submit.

Frequently asked questions

Is there still an OINP francophone stream?
The former Express Entry French-speaking Skilled Worker stream is closed. Do not collect to that old checklist as if invitations were still issuing. Confirm whether the client is in a remaining in-progress application, federal Express Entry, or the current Ontario Workforce Priority stream.
What language tests qualify?
For federal Express Entry French, IRCC accepts TEF Canada and TCF Canada. OINP’s current stream also lists those French tests among approved options when a language test is required. Verify minimum scores and validity against the live program.
Do francophone applicants still need English tests?
It depends on the pathway. Federal French-category eligibility is about French NCLC 7 in all four abilities plus Express Entry program rules. Some files still benefit from English results. Do not assume French schooling replaces a current approved test.
Should RCICs use bilingual checklist instructions?
Often yes. French upload instructions reduce wrong-file uploads for GTA and Ontario francophone clients. That is operations, not a legal bilingualism duty.
Can overseas clients use guest links?
Yes. Guest links support email OTP uploads without portal signup.
