Direct answer

When acting as an authorized representative, keep on the CICC client file: the signed Use of a Representative form (commonly IMM 5476 — verify the current IRCC form), client consent / appointment evidence, and records aligned with what IRCC received. Collect on an onboarding checklist line; QC signatures and dates; export with the file archive. Portal upload alone is not your six-year retention copy.

CICC’s Client File Management Regulation requires a client file that includes, at minimum, retainers/agreements, supporting documents, correspondence, billing documents, and application copies. A representative appointment form fits that completeness expectation even though the regulation does not spell out the IRCC form number.

Ontario practice fixes

  1. Representative form line at file open — blocked until signed upload is approved.
  2. Guest link for remote signers — upload scanned signed PDF; keep your e-sign workflow separate if the firm uses both.
  3. Reject incomplete forms — missing date, wrong applicant name, unsigned representative declaration.
  4. Co-agent / succession files — file what IRCC requires when representation changes; do not assume multiple concurrent paid representatives on one application.
  5. Export with an exportable PDF package at closure.

Portal ≠ file

IRCC’s systems hold what IRCC holds. CICC expects your client file complete for at least six years after closure under the Client File Management Regulation. Do not assume portal access will outlive your retention need.
