Ontario's MTO handbook: new residents may use a valid foreign licence for 60 days, then need an Ontario licence to keep driving. That is a licensing rule. Insurers still rate on licence class, experience, and claims history. A brand-new Ontario abstract does not replay years of foreign driving. Many markets want a letter of experience from a previous insurer and/or a foreign abstract (with translation if not English or French) — acceptance is carrier-specific.

Typically government ID, a valid licence (Ontario or still within the foreign-licence window), vehicle details including VIN, bill of sale or seller's permit, and whatever tax-identifier, abstract, and prior-insurance proof the carrier requires. Rules vary by MGA.
Can brokers bind before an Ontario abstract arrives?
Carrier and MGA dependent. Document what is pending and follow binder conditions. Do not guess. A new Ontario abstract will not show foreign convictions or claims.
