LMIA employer letter and supporting documents for RCIC files

When an Ontario employer finally sends the LMIA package, the work-permit document clock starts. One PDF is not the whole file.

Core documents RCICs typically collect

Exact requirements depend on stream, Quebec CAQ rules (if applicable), and whether the applicant applies from outside Canada, inside Canada, or at a port of entry. For LMIA-required employer-specific work permits, IRCC materials commonly expect the employer to provide:

LMIA-exempt streams use a different employer pathway (offer of employment number via the Employer Portal) — do not force LMIA lines onto every work-permit matter.

Employer-side recruitment and advertising records usually stay with the employer under the Temporary Foreign Worker Program. Your client file should note what you relied on and any employer attestations — not assume IRCC will never ask.

QC before the file is "ready"

Ontario RCICs lose days when these pass unchecked:

  • Job title / NOC drift — offer says "Coordinator," LMIA says "Supervisor."
  • Wage below LMIA — offer letter typo vs approved wage.
  • Unsigned offer or contract — PDF without employer (or required) signatures.
  • Stale LMIA — approval window closing while documents chase in email.
  • Wrong applicant package — letter for Employee A filed under Employee B.

Run approve/reject on each checklist line. Reject triggers resubmit through the portal or guest link — not a WhatsApp photo that never gets re-indexed.

Employer communication belongs in the file

CICC client-file rules typically expect copies of correspondence with or about the client on the file. "HR emailed the letter" is not enough — date, channel, summary, and attachment reference should appear in your communication log or equivalent.

If the employer prefers email, file the PDF onto the checklist the same day it arrives.

No. IRCC materials for LMIA-required work permits typically distinguish a job offer letter (and often an employment contract) from the positive LMIA package the employer receives. An informal 'support letter' is not a substitute for the documents listed in current IRCC instructions.
What should RCICs verify on the job offer letter?
Typically pay and deductions, job duties, and conditions such as hours of work — plus employer/applicant identity consistency with the LMIA. Exact IRCC requirements vary by stream and application channel — verify current instructions.
Who holds the LMIA confirmation document?
Typically the employer receives the positive LMIA decision. RCICs should collect a copy for the client file and confirm the file number and occupation details match the application before upload.
Does the employer upload through the RCIC portal?
Practices vary. Some employers email HR PDFs; others use a guest link for specific checklist lines. The file should show what was received and when — regardless of channel.
