PIPEDA and CICC — without overclaiming

Under PIPEDA, transferring personal information to a cloud processor (including outside Canada) is not automatically prohibited. The organization that collects the data remains accountable: reasonable safeguards, contracts or equivalent protections, and clear notice when information may be processed in another jurisdiction (where foreign law-enforcement access can apply).

Separately, CICC client-file rules expect licensees to maintain a secure, accessible client file and retain closed files for a minimum of six years after closure (confirm current CICC Client File Management Regulation). A Forms → Drive dump can store bytes and still fail as an organized client file of record.

Canadian hosting is not a PIPEDA certification and is not CICC endorsement. It is often an easier story for sensitive identity, medical, and financial uploads than a free US-cloud form with a link that gets forwarded.
