Direct answer

Group chat is not a client file. Collect life supporting documents on named checklist lines, with the proposed insured's upload where possible. PIPEDA treats medical and income information as typically sensitive; OPC guidance expects express, meaningful consent when information is sensitive. A forwarded WhatsApp PDF does not prove who consented, who else in the chat saw it, or that every page reached the broker.

Ontario brokers in commercial activity generally fall under PIPEDA, not PHIPA. PHIPA governs health information custodians (clinics, physicians) who release an Attending Physician's Statement. The insurer typically needs the applicant's written authorization before a clinic releases an APS. Your job is to retain that authorization and the complete PDF — not to harvest charts from a family group.

Insurers may also use industry medical-information services with authorization. That is carrier process. Hivi-X does not query those databases.
